#EMPLOYMENT & SOCIETY

“Protesting is pointless.” Not always: after more than a month of high-school and student mobilisation, the government announced, on 26 October 2026, a set of measures — including the end of Parcoursup in 2028.

Ze Finance fact card: Employment & society
2028 the year Parcoursup is to be replaced (reform from 2027), among measures announced on 26 October 2026 after the mobilisation: inflation-indexed grants, ~€5bn for school buildings, 15,000 extra higher-education places, posts preserved.

On 26 October 2026, after over a month of high-school and student mobilisation (up to 1,027 lycées affected and 256,000 demonstrators on 2 October), the Lecornu government announced a set of measures. The main ones: scrapping Parcoursup, reformed from 2027 then replaced in 2028 (with more transparency on admission rejections); indexing means-tested grants to inflation (cost estimated over €100m); about €5 billion to renovate buildings — in fact €4bn in subsidised loans to the regions (which own the lycées) and €1bn for universities; 15,000 extra higher-education places (10,000 in BTS, 4,000 in IUT, 1,000 in health), via an amendment to the 2027 budget; cancelling 836 post cuts in secondary education and creating 500 lycée posts; a cap of 28 pupils per Year-11 class from 2027; rethought timetables and a review of continuous assessment. Student organisations deem the announcements insufficient and continue to mobilise.

Who pays for these measures, and are they already secured?

The state and the regions. Mind the nature of the amounts: the ~€5bn for buildings is mostly LOANS (€4bn in subsidised loans to the regions), not grants; the 15,000 places and the grant increase go through the 2027 budget. An announced measure is only committed once voted and funded in the finance law.

In other words: between an “announced” measure and a “funded” one (voted in the budget, paid), there is a gap — especially when part of it takes the form of loans, not grants.

Four caveats that belong with the number

  • The ~€5bn for buildings is mostly LOANS (€4bn in subsidised loans to the regions, €1bn to universities), not grants.
  • Several measures (15,000 places, indexed grants) depend on an amendment to the 2027 budget: they still have to be voted and funded.
  • 15,000 places is far from the 250,000 demanded by the student union: the scale is debated.
  • Student organisations deem the announcements insufficient and keep mobilising: nothing is “closed”.

Why it still matters: to understand: mobilisation can shift public policy, but the real test is budgetary — these measures must be written into and funded by the 2027 finance law. For pupils and students: real changes are possible (grants, places, Parcoursup), but spread over time.

For you

  • Between an “announced” measure and a “budget-funded” one, do you see the difference?
  • Is a subsidised loan to the regions the same as a state grant?
